Job Description

The Fixed Infrastructure Delivery Manager, in delivering the Fixed Infrastructure elements of development projects shall be responsible for:

  • Ensuring that a Risk Management System is implemented and monitored throughout the define and execute phase of a Fixed Infrastructure project.
  • Ensuring that decision support packages for gates and PARs, are prepared and delivered by the relevant function (subsurface, drilling, HSES, development project, economics et al), and presented to asset manager and the functional assurance panels and subsequently integrating any feedback therein.
  • Preparation and delivery of gate papers to the asset and business unit manager.
  • Successful delivery of the endorsed safety, environmental, quality, budget, and schedule commitments across all the functional groups contributing to the Fixed Infrastructure project.
  • Responsible and accountable for delivering the assurance, compliance, and verification obligations of the Fixed Infrastructure project in compliance with BMS obligations.


Leadership Responsibilities:

  • Lead the Fixed Infrastructure elements of development projects through the applicable development project phase.
  • Develop the dedicated people needed to deliver the Fixed Infrastructure elements of development projects
  • Negotiate with the owners of shared human resources to ensure priorities are balanced across COMPANY whilst maintaining the Fixed Infrastructure elements of the development project schedule.
  • Efficiently manage the relationship between the Fixed Infrastructure project PMT and the following Business Unit functional group managers, where those function groups are supporting the Fixed Infrastructure development project: HSE, Subsurface, Drilling, Commercial and Planning, Finance and IS, Government Affairs, SCM and Logistics, Legal, Performance and Integration.
  • Identifying Fixed Infrastructure project organisational structure and reporting hierarchy.
  • Ensuring that quality-controlled JV, SKKMigas and corporate reports are issued as per the agreed timetable.
  • Supporting discussions with JVPs to obtain Fixed Infrastructure approvals.
  • Delivering all required SKK Migas Fixed Infrastructure approvals across the project lifecycle
  • Delivering all change activity, control over MOC procedures and process, in accordance with corporate procedures ensuring asset integrity.
  • Managing project services group to provide fit for purpose, timely and effective project services support to project(s) and other disciplines as required.
  • Developing and maintaining key Fixed Infrastructure project resources for this and future Fixed Infrastructure projects.
  • Coordinate the development and submission for approval of; cost estimates, resource, and planning schedules for the project(s) at key Fixed Infrastructure project stages from PIG to close-out.
  • Monitoring Fixed Infrastructure project cost, planning, procurement, contract, and document control strategies, plans and procedures; provide input to the project execution strategy(s) and associated execution of plans and other project documentation.
  • Monitoring the production of project budgets, schedules, and control mechanisms.
  • Providing stewardship reporting to the Asset Manager
  • Ensuring that PAR teams are established and that action responses are delivered on schedule.

The Successful Applicant

  • Bachelor's degree in Engineering or Project Management, preferably with a MSc in Engineering or Business Administration.
  • PMT certified or seeking certification.
  • 20 or more Years' experience in the development of offshore Fixed Infrastructure facilities.
  • Minimum 10 years' PSC experience in a senior role in project development.
  • Previous experience delivering EPCI contracts is a mandated requirement.
  • Strong collaborative experience and established relationships with SKK Migas at Teknologo dan Pengembangan Lapangan, Perencanaan Exploitasi, Program Kerja and Manajement Proyek division level.
  • Knowledge (e.g. systems, software, procedures, regulations):
  • Upstream Oil and Gas operations, both pre-production and production stages.
  • SKKMigas rules and regulations inclusive of a working knowledge of PTK 007 Rev 4.
  • Exploration, subsurface, drilling and production functions and their relationship with projects.
  • Development phases from conceptual engineering through construction, installation and commissioning.
